On January 26, 1958, Xavier Becerra was born in Sacramento, California. He was born as the third of four children to working parents Maria Teresa and Manuel Becerra.

Growing up in a small house near Sacramento's Land Park neighborhood, the family didn't have much, but "we always ate well," Becerra recalled a year later. 

Xavier's father Manuel was born in Sacramento but raised in Tijuana, Mexico. Similarly, his mother Maria grew up in Guadalajara, Mexico. Becerra's parents, neither of whom has a form education, married at 18 and moved to California.

Becerra's mom worked as a secretary to make ends meet, and his dad built roads in Sacramento after working in the state's vegetable fields.

He graduated in 1976 from C.K. McClatchy High School, which is located in the heart of Sacramento. From 1978 to 1979, he studied abroad at the University of Salamanca in Sacramento, Spain.

In 1980, Becerra graduated from Stanford University with a B.A. in economics, becoming the first person in his family to do so. In 1984, he earned his Doctorate Degree from Stanford Law School. Xavier was admitted to the State Bar of California a year later, in 1985.
